It pays homage to Merlen's design for the reverse of the crown from 1831, which he created for the new coin sets of the reign of William IV. Jean Baptiste Merlen was a French engraver, who collaborated with B. Pistrucci from 1820 at the British Royal Mint.
The obverse is by M. Jennings, who made the official coin portrait of His Majesty King Charles III.
